When might an FPN be issued

Examples of offences where a Fixed Penalty Notice (FPN) may be issued include:

  • dropping litter
  • fly-tipping
  • graffiti offences or fly posting
  • unauthorised leafleting
  • not clearing up dog fouling or controlling a dog
  • where noise is causing a statutory nuisance
  • where excessive noise is coming from a private residence during the night
  • selling vehicles on the highway
  • abandoning vehicles

Receiving a penalty notice does not mean that you have received a criminal conviction. The FPN is given as an alternative to prosecution in court, however if it remains unpaid within the applicable timeframe it will be escalated to court. 
The timeframe for paying your FPN will be stipulated on the notice itself. Certain FPNs are payable at a lower rate if paid within 10 days.

FPNs may be issued by Manchester City Council officers or partner agencies with delegated authority. If an FPN is issued by a partner agency, details as to how to pay or make an enquiry about the FPN will be printed on the notice itself

If you don't pay your FPN regardless of who it was issued by this may result in a larger fine being given by the court and a criminal record.
