We are currently reviewing our gambling policy, with the intention that any amended policy will become effective in January 2022.
Consultation
As part of the process we're consulting with groups and organisations such as those that represent residents, local businesses, premises licence holders and other interested parties in Manchester.
We are legally obliged to produce a Statement of Gambling Policy; it's important that we:
- set out our approach to gambling licensing in Manchester
- give clear guidance to licence holders, applicants and people who may comment on licence applications of our policies and expectations.
We are legally obliged to have regard to our Statement of Gambling Policy when we make decisions on licence applications or reviews.
Draft document
Our new, draft Statement of Gambling Policy is now available to download and we welcome your comments on the changes we are proposing.
We have collaborated with the Greater Manchester licensing authorities to develop a consistent approach to licensing gambling across the city region. The revised policy is intended to provide a clear and consistent approach to what considerations will be taken into account when licensing gambling premises and the activities carried on at them. Our policy has been re-written and key changes include:
- Reference to current strategies: Updated Our Manchester Strategy; Manchester’s Economic Recovery and Investment Plan;
- New public health information (see 2.11)
- Enforcement section includes reference to Primary Authority register (2.33)
- Expectations on information to be included on plans accompanying applications (2.49)
- Enhanced considerations for applications (Section 4) including
- expectations of local area risk assessments (4.8)
- operation of the premises consistent with the licensing objectives, including more detail around vulnerability to gambling-related harm;
- staffing provision
- data gathering and sharing
- Staff training
- Gaming machines and layouts
- Reference to entertainment bingo (5.23)
