Licences and permissions Levenshulme - current licence applications

The Talleyrand

Application Type: Premises Licence minor variation

Reference: 299211/SMC

Premises: The Talleyrand, 1030 Stockport Road, Manchester, M19 3WX

Applicant: Winlatter Ltd

Description of proposed variation as given by the applicant:

Since our Premises License was granted on 24/07/2018 we have been operating on the assumption that because we are licensed to serve alcohol until 11PM Sunday to Thursday and 1AM Friday and Saturday, we can have customers onsite for 30-45 minutes after those times for purposes of dispersal.
However it was recently flagged up that our premises are only licensed to remain open to the public until timings identical with those hours of service. So, allowing for dispersal time, this has resulted in our hours of service effectively being curtailed by at least half an hour on any given night.
Therefore, whilst we do not propose any change to our licensed ours of Sale by retail of alcohol, we propose to have our Licensed hours premises are open to the public extended by 45 minutes on any given night.
This would return us to the state of operation we have been in until the recent revelation. Before that point, we have always operated without compromising of the Licensing Objectives relating to service and dispersal times, in a manner we hope the Licensing Authority will agree has been broadly very compliant and responsible.
The recent effective shortening of our licensed hours has had a tangible negative impact on our revenue-raising ability at a time when our survival is already under threat, but more importantly we are very confident that the proposed variation would not compromise the Licensing Objectives because our staff have been doing it that way since the inception of the bar. As a result they are very reliable in ensuring the final part of the period of service remains civilised and free of crime or nuisance. For example they check the outdoor areas regularly during this period.
In addition to this we have strict managerial protocols developed over the years to ensure that the final rounds of service and dispersal are orderly and safe. As a result we have never had any violent incidents, or complaints arising from customers leaving the premises noisily, or any complaints related specifically to the end of service and dispersal of customers.
