Planning and regeneration About the Local Development Framework (LDF)

General information

Following the Planning and Compulsory Purchase Act 2004, we are required to produce a Local Development Framework (LDF), a 'folder' of documents setting out guidelines for spatial development in Manchester.  To see a visual guide to what a Local Development Framework is, please go to the Government's Planning Portal website.

The LDF will be made up of Local Development Documents (LDDs) of which there are two types:

  • Development Plan Documents (DPDs) - a range of planning policy documents which set out our approach to development in the city. . The first of these documents, the Core Strategy, was adopted on 11 July 2012 The Regional Spatial Strategy, which forms part of the local Development Framework, was published by Government Office For The North West in September 2008.
    The Greater Manchester Joint Minerals Development Plan  document is currently being prepared jointly with other Greater Manchester authorities and the Greater Manchester Joint Waste Development Plan , also a joint document, was adopted on 1 April 2012.
  • Supplementary Planning Documents (SPDs) - documents with less weight but which will supplement the DPDs by giving more information on particular issues. At present, the only SPDs to have been adopted are the Guide to Development in Manchester - Supplementary Planning Document and Planning Guidance which was adopted on 11 April 2007 and Providing for Housing Choice Supplementary Planning Document and Planning Guidance adopted on 2 September 2008.

A Sustainability Appraisal, which is an assessment of the economic, social and environmental impacts of policies, will accompany each DPD and SPD.

We have prepared a Statement of Community Involvement (SCI) which sets out how we intend to involve local people, businesses and other stakeholders in the preparation of LDDs and set out the Council's approach to consulting people over planning applications.

Progress will be set down in an  Authority Monitoring Report (AMR).

Consultation

The Local Development Documents which make up the Local Development Framework (LDF) will be subject to a process of continuous community involvement while they are being prepared.  Details of consultation events can be found on our Local Development Framework consultation page.
