Neighbourhood Area applications

Neighbourhood area applications should be made by either a parish council or a body that meets the requirements for being designated as a neighbourhood forum or community organisation.

Community groups need to think carefully about the boundaries of the neighbourhood area that they want to apply to designate, as they will need to give reasons for this in their application.

By law, an application to set up a neighbourhood area must include:

  • A map identifying the area the application relates to.
  • A statement explaining why you think it should be designated a neighbourhood area. This could explain the thinking behind why the boundaries were chosen, a description of the character of the area and any evidence demonstrating that residents or businesses across the area feel that they identify with that particular neighbourhood.
  • A statement that the organisation or body making the application is either:-
    1. a parish council (at present Ringway is the only parish council in Manchester); or
    2. a body which is capable of being designated or has been designated as a neighbourhood forum,
    3. a body which forms a Community Organisation (Community Organisations can't go on to prepare Neighbourhood Plans.)

Once we've received a complete application, we'll consult on it for 6 weeks and then make a decision based on the boundaries of any existing neighbourhood areas, and whether the area is appropriate for designation. By law we are allowed to designate a neighbourhood area with different boundaries if we think the one submitted isn't appropriate for designation.
