Planning and regeneration Places for Everyone

Places for Everyone is a long-term plan for jobs, new homes, and sustainable growth. GMCA have prepared this plan for:

  • Bolton
  • Bury
  • Manchester
  • Oldham
  • Rochdale
  • Salford
  • Tameside
  • Trafford 
  • and Wigan

The plan sets out the kind of development that takes place across the city-region. It:

  • maximises the use of brownfield land and urban spaces
  • protects green belt land from the risk of unplanned development 
  • releases some sites for housing and employment in key locations
  • ensures we integrate all new developments into Greater Manchester’s transport network. Otherwise, new roads and transport will support them.

GMCA has used feedback from residents and businesses to inform this plan. The Inspectors' Report has recommended some changes to the Places for Everyone plan.

The plan was adopted by the Council on 20 March 2024 and will come into effect from 21 March 2024. Read the plan, and associated adoption documents and the Adoption Statement.

Hard copies of the adoption documents will be available shortly in Manchester Central Library. You will be able to access them between 9am to 8pm Monday to Thursday and 9am to 5pm Friday and Saturday.
