The Council and democracy Vote by proxy

The deadline to appoint a proxy to vote on your behalf has now passed, in certain circumstances, where you have an emergency that means you cannot vote in person, you can apply for an emergency proxy vote.

This must be something that you were not aware of before the normal proxy deadline which was 5pm on the 27 April 2021.

You have a medical emergency.

You are away from work.

You are self isolating due to COVID-19. This form can also be used to change your nominated proxy if they are self isolating

These applications can be made up to 5pm on polling day, Thursday 6 May 2021.

Please email your completed form to or call 0161 234 1212 for further advice.

Voting by proxy means that you appoint someone else to vote on your behalf. Your proxy can either vote by post or in person at a polling station, and can be a proxy for two people at the same election (or more if the extra people are close relatives) but:

  • they must be eligible to vote in the election in which they'll be voting on your behalf
  • they must be willing to go to your appointed polling station in Manchester, or
  • if they cannot go to your polling station they should apply to vote by post as your proxy, but you need to submit a proxy application form for them first. Do this as early as you can to avoid missing the deadline, as both applications will need to be with us a week before the normal deadline.

You may need to vote by proxy because:

  • you can't go to the polling station on election day because you are away eg on holiday
  • you have a physical condition that means you cannot go to the polling station on election day
  • your job means you cannot go to polling station on election day
  • your attendance on an education course means you cannot go to the polling station on election day
  • you are a British citizen living overseas (Parliamentary and European Parliamentary only)
  • you are a crown servant or a member of the armed forces

You must complete the correct form when applying to vote by proxy; some of the reasons to appoint a proxy may need to be supported in your application, so it is important that you read all of the application form to ensure that it is completed correctly.

Email your completed form with any attachments to

If email isn't an option you can post your completed form to:

Electoral Services Unit, Manchester City Council, Lawton Street, Openshaw, Manchester M11 2EZ

The deadline for applications to vote by proxy is by 5pm, six working days before polling day. Postal proxy votes will need to be received at least a week before that.
