COVID-19 Discretionary Additional Restrictions Grant Scheme

Exclusions

As outlined in Government guidance, you are not eligible for a discretionary Additional Restrictions Grant if your business:

  • has already received grant payments that equal the maximum levels of State aid permitted under the de minimis and the Covid-19 Temporary State Aid Framework
  • was in administration, are insolvent or where a striking-off notice has been made on the date of the first full day of the local or national restrictions

Under the discretionary element of the scheme, the following exclusions will apply if your business:

  • was not trading from the premises they are applying for a grant for on 22 October 2020
  • operates from domestic settings (including Airbnb operators) or those that do not have fixed property related costs
  • has ongoing, fixed property related costs that are very low, and your tenancy status is fluid. For example
    • using a facility on a sessional basis,
    • renting a room,
    • workspace or desk for a limited number of days/hours per week, or
    • renting desk spaces in more than one local authority area.
  • uses premises for the sole purpose of having a registered business address
  • has already received LRSG or ARG for the relevant period
  • is a bed and breakfasts in the city that has been paid to accommodate vulnerable groups or homeless people during this period (on the basis that you will not have seen a reduction in income)
  • is political offices
  • is not adhering to the requirements of the Public Health (Control of Disease) Act 1984
  • has evidence against it showing that it's having a detrimental impact on the city, our residents or our neighborhoods, such as where the council is taking enforcement action against a business for a serious offence
