The Council and democracy The budget for Council services 2021/22

Neighbourhoods

Our Neighbourhoods Directorate has a budget of £64.5m.

Nearly half of this budget deals with waste collection and disposal, and street cleaning. Most of the rest covers staff working with Manchester’s communities to create and maintain clean, safe and vibrant neighbourhoods that residents can be proud of and where businesses and investors want to invest, bringing employment opportunities for our residents.

Libraries, art galleries, leisure centres, parks, play areas, events and youth services – as well as our cultural activity – enhance the experience of people living and working in the city as well as supporting our children and young people to be happy, healthy and successful.

Parks, leisure and events rely, like the city’s cultural sector, on income which has been hit by COVID-19. This will take time to recover, and even that may not be possible in some cases. We will keep up our partnerships to rebuild and protect services.

We will continue our priority 5-year highway investment programme repairing potholes, resurfacing and clearing drains. We’ve managed to reduce dumping and flytipping, but people working from home and staying in more means there’s been more waste to collect and dispose of.

COVID-19 has put £11.243m of extra pressure on these budgets this year- £3.38m from closure of our leisure services and £7.007m lost income from sales, events, parking and charges.
