Van used in flytipping offences is destroyed in first execution of special powers in Manchester

A van believed to have been involved in a number of fly-tipping offences has been crushed by authorities.

The vehicle, a white Ford Transit, was reported to have been involved in eight separate fly-tipping offences in south Manchester.

This is the first time Manchester has made use of special powers - allowing the seizure and sale or destruction of a vehicle – in its crackdown on environmental crime. 

On 8 August 2017 the Council's Environmental Crimes Team seized a white Ford Transit van which had been identified as being involved in a range of fly-tipping offences and waste offences between December 2016 and July 2017.


The offences centred on the Whitby Road area of Withington and involved the dumping of a variety of waste including wooden pallets, furniture and rubble. 

The flytipped waste was dumped in and around residents’ bins and nearby alleyways.

Details of the offences and the vehicle were reported to the council and an investigation was undertaken. 

The vehicle was found to be registered with the DVLA however the registered keeper was unable to be traced. 

Despite this, investigating officers were able to track down the location of the vehicle which was then seized in order to assist their investigation. 

Under the Environmental Protection Act 1990, the registered keeper has 15 working days to prove their identity and claim the vehicle, after which the council is allowed to sell or destroy the vehicle.

An inspection of the aged vehicle, first registered in 2004, recognised that its sale was not viable and so it was decided that it would be destroyed. 

The vehicle was crushed on Friday 15 September. 

Councillor Nigel Murphy, Manchester City Council’s Executive Member for Neighbourhoods, said: “I’d like to thank our residents whose reporting of these incidents proved invaluable in assisting our investigation – working together we can stamp out this selfish crime. 

“Our neighbourhood compliance teams are determined to crack down on the anti-social minority who blight our neighbourhoods with illegally dumped waste and this action demonstrates we will use all powers at our disposal to punish those responsible.
