A public consultation has begun today (Wednesday 20 January) that will ask for opinion around extending Selective Licensing to four new locations in the city – around 1,402 private sector homes.
Selective Licensing allows Councils to introduce compulsory licences for all private rented landlords in specific areas to improve property standard and management - and it can also help respond to neighbourhood issues such as anti-social behaviour or waste problems.
There are currently four schemes in operation in the city (see notes to editors), which has licensed 1788 homes in areas of the city where there are high numbers of private rented sector properties. This has led to 361 homes targeted for follow-up inspections, and 260 properties have seen improvement works carried out as a result.
Prior to a new selective scheme being implemented, a period of consultation is necessary with property owners, management agents and members of the local community who could be affected.
Consultations have now begun around the four areas of the city where Selective Licensing schemes could be introduced:
- Clayton and Openshaw - approx 105 PRS properties
- Harpurhey - approx 430 PRS properties
- Two areas of Gorton and Abbey Hey - approx 867 PRS properties

The consultation will be open to the public for 12 weeks to give people as much time as possible to respond considering Covid restrictions - and will close 14 April 2021.
Cllr Suzanne Richards, Manchester City Council’s executive member for housing and regeneration, said:
“The private rented sector represents the fastest growing housing sector in the city, which has doubled in the last decade. We know that most landlords provide a quality service, but it’s important we tackle head-on the small number of landlords who do not take their responsibility seriously.
“In the initial pilot areas we have seen some really encouraging results related to tenant safety and the quality of our neighbourhood environment. Selective Licensing is one element of our wider strategy to help improve standards in the private rented sector and ensure that it works well for both tenants and landlords.
